Is “Jana Gana Mana…..” really India’s National Anthem….?

Initially Indian National Anthem “Jana Gana Mana” was sung in the year 1911 in Calcutta. But if you notice the words used in the anthem you would find that only northern territories of Hindustan (India and Pakistan together) was used, such as
“Punjaba, Sindha, Gujarata, Marta”
“Vindhya, Himachala, Yamuna, Ganaga”  – All these are Locations of North India.
Why would Rabindranath Tagore mentioned only northern locations? Why did he ignore all of south India?
Actually, this song was not sung in relation to India’s independence, Instead this was written and sung to welcome “King George V”. At that period British was in complete possession of Northern territories of India. He was responsible for shifting India’s capital from Calcutta to Delhi.
But still there is a question why this song was considered as National Anthem? Is it because none other songs were good enough or encouraging and enthusiastic as this song?
